Art Competition
Congressional Art Competition
Each spring, a nation-wide high school arts competition is sponsored by the Members of the U.S. House of Representatives. The Artistic Discovery Contest is an opportunity to recognize and encourage the artistic talent in the nation, as well as in our Congressional District.
The Artistic Discovery Contest is open to all high school students in Virginia’s 10th Congressional District. The “Best in Show” artwork of our district's competition will be displayed for one year in the U.S. Capitol. The exhibit in Washington will include the winning artwork from all participating districts from around the country. The winning artwork is also featured on House.gov's Congressional Art Competition page.
The following is a summary of the Congressional Art Competition rules:
Artwork entered in the contest may be up to 28 inches by 28 inches, may be up to 4 inches in depth, and not weigh more than 15 pounds. Only one entry per student will be accepted.
- Paintings - including oil, acrylics, and watercolor
- Drawings - including pastels, colored pencil, pencil, charcoal, ink, and markers (It is recommended that charcoal and pastel drawings be fixed.)
- Collages - must be two dimensional
- Prints - including lithographs, silkscreen, and block prints
- Mixed Media - use of more than two mediums such as pencil, ink, watercolor, etc.
- Computer-generated art
- Photography
All entries must be original in concept, design and execution and may not violate any U.S. copyright laws. Any entry that has been copied from an existing photo or image (including a painting, graphic, or advertisement) that was created by someone other than the student is a violation of the competition rules and will not be accepted. Work entered must be in the original medium (that is, not a scanned reproduction of a painting or drawing).
It is recommended that all artwork be enhanced and protected by a sturdy frame. Frames must be made of wood or metal. No plastic “snap on” or metal frames that can easily come apart are to be used. All artwork, except paintings in oil or acrylic on canvas, must be protected by Plexiglas or glass.
The rules, checklist, and release form for the competition are posted each Spring on House.gov.

Congressional App Challenge
Each fall, a nation-wide middle and high school STEM (Science, Technology, Engineering and Math)—competition is sponsored by the Members of the U.S. House of Representatives. The Congressional App Challenge is an opportunity to recognize and encourage the STEM talent across the nation, as well as in our Congressional District. Each participating Member of Congress will name a winner to represent their district.
The Congressional App Challenge is open to all middle and high school students in our District. The winning app of our district's competition will be displayed for one year in the U.S. Capitol, a Copyright Fee Waiver provided through the ARTS Act, their app featured on the Congressional App Challenge webpage, and an invitation to attend a winner's celebration inside the U.S. Capitol called #HouseOfCode. The winning artwork is also featured on House.gov's Congressional App Challenge page.
The following is a summary of the Congressional App Challenge rules:
Eligibility Criteria:
- AGE: Students must be in middle school or high school on October 24th, 2025.
- LOCATION: Students are only allowed to compete in a Congressional District which is hosting an App Challenge. Students may compete in either the district in which they reside, or the district in which they attend school. Participants may compete only in one single district. There is no citizenship requirement, but all students competing in the Congressional App Challenge must be U.S. residents.
- TEAMS: Students can compete as individuals, or in teams of up to four (4) students.
- ○ Any team with more than four (4) students is not eligible to compete.
- ○ At least half of teammates on any team must live or attend school in the
same Congressional District.
- PRIOR PROJECTS: Students may submit any app they've created after the previous year's contest
- ONE ENTRY PER PERSON PER YEAR: Students may only submit ONE app per
year. Multiple entries across multiple teams is not allowed.
App Parameters:
- TOPIC: The app can be about any topic.
- PLATFORM: The app can be on any platform (web app, desktop/PC app, a web
browser extension, robot, Ruby on Rails, mobile, etc). - PROGRAMMING LANGUAGE: Use any programming language: C/C++, Objective C, C#, Java, JavaScript, Python, Ruby, PHP, Swift, "block code", etc.
- FUNCTIONALITY: The app must have some degree of functionality to be competitive.
- ORIGINALITY: The app must be original and solely owned by the Contestant such that no other party has any rights or interest, whether known or unknown.

Flags
Flag Order Form
If you would like to order a U.S. flag from our office, please use the flag order form to calculate the price and shipping costs.
Flags are available in different sizes and fabrics. All flag purchases include a dedication message, which may be customized for the recipient. You may choose to have your new flag flown over the U.S. Capitol for an additional charge. Flags flown over the Capitol include a certificate, which may be personalized for a particular person, event, or organization.
Care of the Flag
Most outdoor flags can be washed in mild detergent and thoroughly rinsed. Indoor and parade flags should be dry-cleaned. Damaged flags can be repaired and used as long as the overall dimensions are not noticeably altered. American Legion Posts and local governments often have facilities to dispose of unserviceable flags. Store your flag in a clean, well ventilated area.

If you can't get an answer from a federal agency in a timely fashion, or if you feel you have been treated unfairly, our office may be able to help resolve a problem or get you the information you need. While we cannot guarantee you a favorable outcome, we will do our best to help you receive a fair and timely response to your problem.
Residents of the 10th Congressional District of Virginia can contact us for assistance in dealing with Federal agencies. In order to better serve you, this form will generate a printable pdf document that you should sign and mail, fax, or deliver in person to our office.
Please include all pertinent information and claim numbers in your correspondence—such as:
- Your Social Security number for a case involving Social Security;
- VA claim number for a case with Department of Veterans Affairs;
- Taxpayer identification number (Social Security number, if individual) for an Internal Revenue Service problem, etc.;
- Your address, home phone number and daytime phone number (if different than home) so that we can obtain any additional information from you that might be necessary;
- Copies of any related documents or correspondence that you may have from the agency involved;

Military Academy Nominations
Instructions
The honor of attending a service academy comes with the obligation and commitment to serve in the military for a minimum of five years upon graduation. For more information, please review the page of Frequently Asked Questions for those seeking a Military Academy Nomination.
Members of Congress may nominate candidates for appointment to four of the five U.S. service academies: U.S. Military Academy (USMA), West Point, NY; the U.S. Naval Academy (USNA), Annapolis, MD; the U.S. Air Force Academy (USAFA), Colorado Springs, CO; and the U.S. Merchant Marine Academy (USMMA), Kings Point, NY. The fifth service academy, the U.S. Coast Guard Academy (USCGA), New London, CT, does not require a congressional nomination for appointment.
Representative Subramanyam may nominate up to ten individuals for each vacant academy slot allotted to our district. Tours and Tickets
All tickets are provided to constituents on a first-come, first-served basis. Due to the large number of visitors, please request them as early as possible in order to maximize your chances.
Obtaining a White House tour can be very difficult. It is very important to follow the below guidelines for your application to be considered.
The following are policies determined by the White House for those requesting tours through Congressional Offices:
- Tours must be requested at least three weeks in advance.
- Tours are only available Tuesday through Thursday 7:30 a.m. to 11:30 a.m. and Fridays and Saturdays 7:30 a.m. to 1:30 p.m.
