Project Description: The NoVa Star project will connect NOVA students from high school to adult learners and veterans, with local employers through internships and capstone projects, creating a pathway for students of all ages to benefit from hands-on experience and education in aerospace, while employers benefit from a diverse pool of ready and future workforce. It will also create a long term hub/network of aerospace stakeholders in our area, from academic to businesses and government: the Northern Virginia Aerospace Skilled Technical Readiness Hub (NoVA STAR), based on MERC and Innovation District (GMU SciTech campus).

Project Name: Regional Criminal Justice Forensic Technology and Training Hub

Project Description: The Forensic Science Research and Training Laboratory (FSRTL) at George Mason University seeks to establish a Regional Criminal Justice Forensic Technology and Training Hub that strengthens criminal investigation capacity across the Mid-Atlantic region.  The FSRTL is one of the only facilities in the region capable of providing immersive and practical training for law enforcement officers (LEs), medicolegal death investigators (MDIs), prosecutors, and other practitioners in a controlled outdoor setting with human donor-based scenarios. This environment closely replicates real investigative contexts and supports training grounded in practice.

Project Description: This funding will be used to upgrade the Sheriff Department’s dispatch system, which will enhance community safety in Fauquier County. It will allow the County to implement a state-of-the-art communications system, which will ensure optimal delivery of services for the safety and well-being of Fauquier County Residents.

Project Name: Warrenton Public Works Facility Modernization Project

Project Description: The funding would be used for the design of renovations to the Warrenton Public Works & Utilities building. The current facility was constructed in the 1950s and has received few updates in the past several decades. The building has documented asbestos and plumbing and HVAC issues, does not meet ADA requirements, and is too small to fit the town’s emergency response vehicles and snow removal equipment.

Project Description: The funding would be used for stormwater mitigation, stormwater management infrastructure, a pedestrian connection, and to construct a turn lane on Haymarket’s major thoroughfare. This work will significantly enhance public safety in 

Haymarket.

Project Name: South King Street and Route 7/15 Bypass Interchange Improvements

Project Description: Funding will support improvements to an existing grade-separated interchange along a major commuter route. The existing interchange was built years ago and cannot handle current traffic volumes. Moreover, accident rates necessitate improvements as the intersection has had 41 crashes in 2023 and 48 in 2024, making it one of Leesburg's top five crash locations. These issues are expected to increase with the proposed developments that have been approved in the surrounding Loudoun County area. The project will also enhance safety by providing additional sidewalk improvements to connect the newer communities to the southeast to the downtown area.

Project Description: Construction of redundancy looping water main lines in strategic areas of the Town to enhance the resiliency of the overall system, improve flow pressures and eliminate dead end watermains that result in stagnation.

Project Name: Manassas Park Career and Technical Education (CTE) Workforce Development Hub

Project Description: The funding would be used for the development and equipage of the Center, which will feature state-of-the-art simulation-based training for Health Science education, a Mechatronics program that provides hands-on training in robotics and automation, a Business and IT program featuring an incubator lab and cybersecurity hub, a simulated retail and production environment, and an Early Childhood lab to support preparation for careers in education.

Project Name: Route 234 Business Corridor Improvements

Project Description: The funding would be used to make improvements to the Route 234 Business Corridor in Prince William County, VA including intersection modifications, upgraded traffic signal timing and phasing, access management treatments, enhanced pedestrian crossings, sidewalk gap closures, bicycle accommodations, and other systemic safety enhancements to improve overall corridor mobility and safety. The Route 234 Business Corridor serves as a critical regional transportation route connecting Interstate 66, major employment and retail centers, Northern Virginia Community College, and residential communities in Prince William County.

Project Name: Equalization Tank Basin

Project Description: The project would consist of the addition of an equalization basin, pump station, piping, valving and controls necessary to divert excessive WWTP influent flow due to heavy rain events, into an EQ basin to allow manageable and consistent flow for optimal treatment and to reduce the likelihood of plant upsets and illegal discharges. The excess influent from the EQ basin would then be introduced to the plant as high flows subsided. Project is estimated to be $1 million. This project is necessary as heavy rain events can increase the incoming flow into the plant 4 to 5 times the normal flows making operations difficult and increasing the likelihood of a plant upset resulting in a sewage discharge into the state receiving waters. Since the WWTP influent gravity flows into the plant, there is no real control mechanism to handle the incoming influent flows which can compromise the plants’ treatment abilities. With the proposed equalization basin, a portion of the influent could be diverted into the basin keeping the flow to the plant consistent and manageable promoting optimal treatment. As the flows return to normal the excess in the basin can then be introduced to the plant. The results will be consistent, manageable flow which will protect the environment and the population downstream of the plant. It will also help the Town by remaining in compliance with State and Federal Environmental agencies.

Project Description: The Town of Purcellville needs a new groundwater treatment plant (GWTP) to address an existing water supply deficit and to ensure safe drinking water for residents, businesses, schools, and numerous public facilities. The proposed GWTP will treat approximately 200,000 gallons per day from two existing wells plus one new well. Funding Funding Request: $972,000

Project Name: Trenchless Sanitary Sewer Rehabilitation

Project Description: This project funding will support Fairfax County’s trenchless rehabilitation program of publicly owned sanitary sewer pipes and will allow renewal of 8 miles of aging infrastructure. Fairfax County rehabilitates 20 miles of pipes on average each fiscal year. The CIPP (cured-in-place-pipe) trenchless sanitary sewer rehabilitation method is an effective and proven method to renew the life span of the sewers with minimal disturbance to the public. This program offers economic and environmental advantages for Fairfax County residents and businesses by reducing the number of sanitary sewer overflows/spills and mitigating sewer rate increases.

Project Name: Biosolids Systems Improvements project

Project Description: UOSA’s biosolids processing facility is vital for regional environmental protection and provides a sustainable fertilizer product that meets stringent land application standards to the marketplace.  UOSA’s facility generates enough Class A biosolids to fertilize approximately 100,000 acres per year or enough to cover 75,000 football fields.  This project will provide reliability and throughput improvements to this pelletizing system necessary for continued reliable biosolids product production as UOSA’s flows increase.

Project Name: Evening Star Water Treatment Plant

Project Description: The funding from this project would be used for the construction of a new water treatment plant for the Town which will provide an initial capacity of 375 gallons per minute (expandable to 500 gpm) and feature modern treatment processes, including greensand filtration for iron and manganese removal, chlorine disinfection, a ground storage tank, and a booster pumping system.
